PLANNING PROPOSAL No. PP-2023-2881: PROPOSED 4,000m² WOOLWORTHS
193–199 Rocky Point Road, 66–68 Ramsgate Road and 2–4 Targo Road, Ramsgate
The proposal includes a 4,000m² Woolworths, which would be one of the largest Woolworths supermarkets in Australia.
⚠️ WHY THIS MATTERS LOCALLY
If approved in its current form, the proposal is expected to significantly increase traffic, congestion, heavy vehicle movements and parking pressures across Ramsgate, Sans Souci, Beverley Park and surrounding residential streets.
🚚 Heavy delivery trucks
Woolworths is expected to receive 25–33 deliveries every day, seven days a week, using its preferred 19-metre semi-trailers. The loading dock is accessed and exited from Ramsgate Road.
Because of their size, these trucks are expected to block both lanes when turning left both into and out of Ramsgate Road and from Ramsgate Road left onto Rocky Point Road, creating significant delays and congestion. There is also concern that drivers may use Targo Road and other residential streets to avoid delays. These local streets were designed for vehicles of up to three tonnes, not large delivery trucks.
🚗 Significant increase in traffic
More than 150 additional vehicles per hour are forecast on Targo Road west of the site during the weekday PM peak.
The retail component alone is forecast to generate 184–388 vehicle trips per hour during weekday peak periods.
Increased traffic is expected to cause delays at surrounding intersections and encourage vehicles to use residential streets as rat-runs.
🚦 Major changes to local intersections
The proposal may require new traffic lights at:
Rocky Point Road and Targo Road
Ramsgate Road and Targo Road
Potentially Rocky Point Road and Torwood Street
A right turn from Targo Road onto Rocky Point Road may be prohibited during peak periods due to increased traffic volumes.
Traffic lights at Ramsgate Road and Targo Road would also change the existing left-only movement to allow right turns. On this two-lane road, queuing vehicles could significantly delay traffic.
🅿️ Loss of parking
The proposal would remove seven kerbside parking spaces on the southbound side of Rocky Point Road, affecting local businesses that rely on customer parking.
With 144 additional residential units also proposed, pressure on surrounding on-street parking is expected to increase.
📊 Traffic assessment concerns
We are concerned that the traffic assessment does not adequately address the likely impacts. In particular, no Saturday peak-period assessment has been undertaken, despite supermarkets generating significant traffic on Saturdays.
The final arrangements for heavy vehicle access and egress also remain unresolved.
🏡 A housing-led alternative is possible
A similar number of residential units can be delivered without rezoning the site.
A housing-led alternative without the full-line supermarket would significantly reduce traffic generation, the need for additional traffic lights and other road safety and environmental impacts.
OUR CONCERNS
The Kogarah Bay Progress Association is not anti-development. We support appropriate development that does not adversely affect residents, local businesses, road safety or the amenity of our community.
We believe a 4,000m² supermarket is excessive for this location, particularly given there are already six supermarkets nearby, including two Woolworths stores, with a large Coles currently being built at Ramsgate Beach approximately one kilometre away.
We are also concerned that increased congestion could result in all-day clearways on Rocky Point Road, potentially affecting local businesses and changing the character of Ramsgate Village.
